| Abstrakt (EN) | Municipalities are the basic unit of territorial division of the state. Their full and quality development is the limit of the overall development of the state. This limit is given by the fact that the every part of the territory of the whole state is always located within the cadastre of some municipality. The quality of life of people in the municipalities also determines the quality of life of citizens in the state as a whole. Municipalities have several roles in the field of construction. One of them is that they are the builders themselves. Another role can be seen in the fact that each building is created on the territory of some municipality and municipalities are therefore very often participants in the associated administrative proceedings. Municipalities have a unique role in the field of spatial planning, which predetermines the potential and development of the municipality and thus the entire region. To perform succesfully in their roles, municipalities need quality and timely information about their territory, both from the position of data and information administrator but also from the position of a regular user. The availability of information about the territory is quite confusing. In today's digitized society, which is slowly moving into its next phase, which is associated with automation and robotics, it is absolutely essential that not only municipalities but also citizens have comprehensive information about their territory in one place. Full digitization and systematic approach are the goals that need to be pursued. It is therefore necessary to take a step forward in overcoming resortism and set clear and uniform standards. Only in this way can fast and high-quality access to information be ensured, which will lead to the sustainable development of the given territory and thus of the entire country. |
| Abstrakt (CZ) | Obce jsou základní jednotkou územního členění státu. Jejich plný a kvalitní rozvoj je limitem celkového rozvoje státu. Tento limit je dán faktem, že území celého státu je vždy také územím v rámci katastru některé obce. Kvalita života lidí v obcích také určuje kvalitu života občanů celého státu. V oblasti stavebnictví a výstavby mají obce více rolí. Jednou z nich je, že jsou samy stavebníky. Další roli lze spatřovat v tom, že každá stavba vzniká na území nějaké obce a jsou tudíž velmi často také účastníky řízení. Jedinečnou roli mají obce v oblasti územního plánování, kterým předurčují potenciál a rozvoj obce a tím i celého regionu. Obce při plnění všech svých rolí potřebují kvalitní a včasné informace o svém území, a to jak z pozice správce dat a informací, tak i z pozice běžného uživatele. Dostupnost informací o území je značně nepřehledná. V dnešní digitalizované společnosti, která pomalu přechází do své další etapy, jež je spojována s automatizací a robotizací, je zcela zásadní, aby nejen obce, ale i občané, měli celistvé informace o svém území na jednom místě. Plná digitalizace a systémovost jsou základem, k němuž je nezbytné směřovat. Je tak nutné učinit krok kupředu k překonání resortismu a nastavit jasné a jednotné standardy. Jedině tak může být zabezpečen rychlý a kvalitní přístup k informacím, které povedou k udržitelnému rozvoji daného území a tím i celého státu. |
